Under a "Mandatory Development Zoning" policy, land in high demand urban areas must be developed to its maximum zoning density potential (within a reasonable period). Land owners who meet the requirements are given tax benefits, while those who do not face penalties such as fines or even forfeiture (confiscation of land assets by the authorities).

Kibbutzim were Israeli collective communities historically based on shared ownership of assets, collective labour, communal decision-making, and relatively equal distribution of income among members. From the 1980s onwards, many kibbutzim underwent privatisation. This involved shifting away from equal communal wages toward differential salaries, assigning members individual responsibility for household expenses, introducing market-based employment arrangements, and restructuring kibbutz-owned enterprises along more conventional corporate lines.
